By 2050 the UK will need to be meeting stringent targets requiring an 80% reduction in CO2 emissions, whilst maintaining a sufficient supply of energy. In order to appropriately assess the opportunities for meeting these targets it is necessary to understand, amongst other things, the costs and performance of the energy infrastructure that will carry energy from where it is generated to where it is consumed.
The targets are challenging and with the power sector expected to bear no small amount of the burden of reducing CO2 emissions, whilst, at the same time, needing to meet an anticipated increase in demand, maximising efficiency (in terms of both cost and energy) is crucial. This includes maximising the efficiency of the fixed infrastructure that sits between the generation plant (such as wind turbines or thermal power stations) and the various pointsof demand within the UK’s energy system (such as domestic, commercial and industrial buildings). Whilst the majority of this fixed infrastructure is currently for electricity or gas, this Project will have a more expansive scope and also consider hydrogen and heat infrastructure.
The 2050 Energy Infrastructure Outlook project provides data on the costs associated with key types of fixed energy infrastructure as well as identifying possible ‘grey areas’ where technology development could significantly influence cost and performance. The project gathered data on different types of infrastructure associated with electricity, gas, hydrogen and heat. It also looked at infrastructure types: transmission, distribution, storage, conversion and connections. The data itself looked at costs relating to capital, fixed/variable operating and maintenance, abandonment (‘infrastructure decommissioning’) and repurposing (‘altering existing infrastructure’).

The project aims to improve the understanding of the opportunity for and implications of moving to more integrated multi vector energy networks in the future. Future energy systems could use infrastructure very differently to how they are employed today. Several individual energy vectors - electricity, gas and hydrogen - are capable of delivering multiple services and there are other services that can be met or delivered by more than one vector or network.

The ETI appointed North Energy Associates (NEA) to lead a new Carbon Life Cycle Assessment (LCA) Evidence Analysis project in its Bioenergy Programme. LCAs are used to understand the greenhouse gas emissions associated with bioenergy from across the supply chain, from feedstock production to energy production. Several different methodologies can be used in LCAs and this ETI project assessed the strengths and weaknesses associated with applying these methodologies to bioenergy value chains. It also reviewed sources of data for LCAs and produced a compendium of the best and most reliable data across different UK-relevant bioenergy feedstocks and value chains. This compendium has formed the basis of a series of carbon balance calculations across a range of bioenergy value chains so that emissions from different feedstocks can be compared.

The primary objective of this 2015/16/17 Project was to provide an understanding of UK produced biomass properties, how these vary and what causes this variability. The successful Respondent was to sample several types of UK produced biomass, including as a minimum Miscanthus, Short Rotation Forestry and Short Rotation Coppice (SRC) Willow, produced under varying conditions and have the samples tested to an agreed schedule in an accredited laboratory. The results were to be analysed against the planting, growing, harvesting and storage conditions (i.e. the provenance) to understand what impacts different production and storage methods might have on the biomass properties

This is the Request for Proposals for the “Connection and Integration of Offshore Renewable Energy Farms into UK Power Systems” project, which sought to examine the specific challenges and opportunities arising from the connection of offshore energy to the UK grid system and considered the impact of large-scale offshore development. It also looked into the novel electrical system designs and control strategies that could be developed to collect, manage and transmit energy back to shore and identified and assessed innovative technology solutions to these issues and quantified their benefits. The research was subsequently delivered by Sinclair Knight Merz, a leading projects firm with global capability in strategic consulting, engineering and project delivery. The project was completed in 2010.

Transport is one of the three large users of energy and emitters of CO2 in the UK, with energy use in Transport in excess of 600TWh/year. It is expected that without transformational change, transport energy use and emissions will continue to grow with UK population and disposable income.

This project specified the data system functionality and architecture that would fulfil the information and service requirements of a smart energy system. This included data security and privacy aspects. Hitachi Europe and energy & sustainability consultants DNV Kema worked independently on two £100,000 contracts to identify any data system constraints that need to be incorporated into smart energy systems. The projects were launched in February 2013. The envisaged ETI Smart Systems and Heat system will depend on Information and Communications Technology (ICT) for its efficient design, operation and management. The ICT system will need to provide functionality right along the energy delivery chain: from supply to the end consumer. It will also need to support commercial activities such as billing, and to support academic analysis and review of the system during trials and proving.

This Project is based on system optimisation studies which identified that the most cost-effective next generation turbine size is likely to be in the range 8-10MW, with proportionately larger blades than those currently proposed for turbines of this size. The impact of larger blades on the capacity factor is the next most important lever on delivered cost of electricity, after system reliability. We are now therefore seeking partners to undertake the development of high performance blades nominally in excess of 90m in length matched to turbines of greater than 8MW and ideally 10MW capacity with tip speeds typical of locations at distance from shore that does not present any noise and visual impact.

The aim of the project is to validate the cost, time and energy effectiveness of domestic retrofit across different house types, using an approach that could be employed to improve the energy efficiency of the vast majority of the existing 26 million homes in the UK which will still be in existence by 2050. The novel, mass-scale retrofit approach being tested was first developed in a deskbased ETI project (“Optimising Thermal Efficiency of Existing Housing”) completed in 2012, as part of the ETI Buildings programme. The 20-month long, £475,000 project will retrofit five types of domestic property, identified and prioritised in the earlier ETI project.

This report (deliverable D1.6) is an extension from December 2011 out to December 2013 of deliverable D1.5 (ELUM literature review). The aim of the literature review was to assess the state of the current literature with respect to the effects of land-use change (LUC) to bioenergy crops on greenhouse gas emissions and soil processes. A systematic reviewing and meta-analytical approach has been used, specifically focussing on total soil carbon, soil organic carbon and greenhouse gas emissions. This work identified where published data for UK-relevant LUC is adequate, and more importantly, where there are significant gaps or weaknesses in the literature. The ETI has commissioned a major two-phase Smart Systemsand Heat programme in 2012, focussing specifically on the design, development and demonstration of a smart energy system aligned with the needs of UK consumers in the domestic and small commercial-scale sectors.
Through prior work the ETI has developed a good understanding of a wide range of technologies and sub-systems which could be deployed in a smart energy system. This is referred to at the ETI Smart Systems Technology Catalogue. The ETI Smart Systems Technology Catalogue is populated with both quantitative and qualitative data relating to a range of different technology types. The aim of the WA1.1 project, for which this is the request for proposals, is to ensure that this list is comprehensive and no key technologies are omitted.

The dependence of cities on intensive consumption of energy from fossil fuels is a major cause of climate disruption, and there is increasing interest in the potential for city governments to facilitate a transition to sustainable energy. Little is known, however, about the extent or structures of current urban energy initiatives. Our paper addresses this gap by mapping UK local authority energy plans and project investments and exploring governance processes in three leading cities. It uses socio-technical and urban studies’ perspectives on neo-liberal governing and energy systems to interpret findings. This reveals both the gap between local ambitions and capacity to implement plans, and the potential for translation of neo-liberal governing into contrasting commercial and community urban energy enterprises, prefiguring different energy futures. Overall, however, the neo-liberalframework is associated with small scale and uneven initiatives, with limited contribution to a systemic shift to sustainable cities.

This project focused on developing a range of highly efficient concept vessels by combining data and modelling techniques from academia with commercial knowledge and technology development expertise from industry. The project was delivered by Rolls-Royce with support from University College London (UCL). The work carried out by UCL was undertaken by researchers from both the UCL Energy Institute and UCL Mechanical Engineering.
The project completed the creation and integration of a full- scale shipping model that is focused on the activity of and the vessels involved in the UK’s sea-based transportation needs. This has leveraged Rolls-Royce technology knowledge at a vessel level and combined it with UCL’s capabilities to understand and model the shipping network. It has built upon the Low Carbon Shipping project led by UCL and funded in part by the Engineering and Physical Sciences Research Council (EPSRC)

Heat is the biggest end use of energy in the UK - most of it is used for heating homes and providing hot water. This research project examined the feasibility of capturing large quantities of waste heat from power stations and industrial processes and then storing it underground for later use in homes and offices. It investigated the cost effectiveness and practicalities of storing large quantities of heat for long periods of time to meet a significant proportion of the UK’s winter heat demand. It evaluated the practical limits for this type of storage, the technology development needs and where in the country large-scale heat storage could be most effectively exploited. International consulting engineers Buro Happold completed the research project in 2011.

The ETI believes that it is realistic to target an overall weighted average efficiency improvement across the in scope applications in excess of 30%. The expectation is that vehicles / vessels embodying technologies from this Programme will be on sale by 2020 and that the full efficiency benefit will be delivered into the market from 2030 onwards. It is intended that these vehicles / vessels will be competitively superior products and will be purchased preferentially due to their superior economics and mission performance in use.
The aim of this On-Highway Market Analysis Project is to provide the ETI with an improved understanding of the current activities and trends currently occurring in the On-Highway Heavy Duty Vehicle arena. Furthermore, future technologies and legislation will be assessed to further enhance the ETI’s knowledge of the existing market and anticipated future market state.
Using outputs of this Project, the ETI will be able to ensure that the monies that it is investing are generating innovative technologies. The ETI will also be able to assess the potential impact of the outcome of the Programme, based on this Project’s Deliverable(s).

Therefore this project to design an advanced HEMS is a core component of the ETI’s Smart Systems and Heat programme (now delivered by the Energy Systems Catapult) to make energy and heat consumption more consumer focused.
As part of the two year project, the system that is developed will be installed and tested in homes during the winter of 2016/17 and the results analysed to give an insight into consumer patterns, their electricity and gas use and the building and heating system performance. This will provide a significant dataset of consumer behaviours, energy use and building characterisation to develop further future products.
Providing a secure and scalable platform will also help to integrate more appliances in the home and allow valuable services and applications to be developed, deployed and managed.

ETI modelling, using its Energy System Modelling Environment (ESME), shows that flexible power generation systems comprising hydrogen generation with CCS, intermediate hydrogen storage (particularly using salt caverns) and flexible turbines are attractive components in a future UK energy system. In such a system, hydrogen is supplied from coal and biomass fired gasifiers and steam methane reformers, with CO2 captured for storage - see Figure 1 below for hypothetical layouts. This permits the use at high load of capital intensive and relatively inflexible conversion and CCS equipment, filling hydrogen storage when power is not needed, and releasing hydrogen at short notice through turbines when power is at a premium. Superficially there are no barriers to using salt caverns as stores, as such stores are in use in the USA. However these are for high value added applications andnot for use in power where loss of efficiency is a more serious drawback. The ETI currently lacks sufficient data and knowledge to build a good representation of costs or efficiency (particularly relating to hydrogen storage) in ESME.

Recent papers confirm that the capacity and injectivity of CO2 stores may, in certain circumstances, be substantially enhanced by the removal of brine as the formation is pressurised by CO2 injection. Brine production as a means of controlling well pressure is well understood and currently practised as part of the oil industry. As the United Kingdom is currently screening potential stores, it is important to quantify how much enhancement to CO2 storage might be available, and at what cost. This project’s goal is therefore to investigate brine production and the opportunities it may offer stores of different type and inform the UK’s principal screening tool - the CO2 Stored database licensed by the British Geological Survey/The Crown Estate.

This desk-based survey of UK requirements for Measurement, Monitoring and Verification (MMV) of offshore CO2 storage sites was designed to provide a clear view of the developing legislation, state of the art of MMV technologies and field experience in UK offshore applications. The study reviewed UK legislative requirements, features of likely UK storage sites and potential MMV technologies. From this, MMV technology development requirements were identified to give an understanding of the main technology gaps and to establish where ETI resources should be focused to deliver future technology development. The Project provided valuable and focused information about the technology and developing regulatory environment and identified priorities for the development of MMV technologies to meet UK requirements.

This £1m project, launched in May 2010 carried out a detailed study of the availability and distribution of suitable minerals across the UK along with studying the technologies that could be used to economically capture and store CO2 emissions. The project consortium involved Caterpillar, BGS and the University of Nottingham. The objective was to investigate the potential for CCS Mineralisation to mitigate at least 2% of current UK CO2 emissions and 2% of worldwide emissions over a 100-year period. The project has found that there is an abundance of suitable minerals available in the UK and worldwide to meet these mitigation targets. However, challenges remain to make the capture process economically attractive and to reduce its energy use. Significant niche opportunities exist where waste materials are used as feedstock and/or the process produces value-added products, but markets would not be at the level required to meet the mitigation targets.

The Natural Hazards Review project will develop a framework and best practice approach to characterise natural hazards and seek to improve methodologies where current approaches are inefficient. This is to improve energy system infrastructure design and the project is intended to share knowledge of natural hazards across sectors. The project will be completed in three stages. Given the required speed of roll-out, cost and complexity of the future CCS infrastructure in the UK, modelling will play a crucial role in ensuring a practical, cost effective and robust network of assets. Modelling can potentially support decisions at a range of Business Levels:
- Strategic Planning. Decisions are required on issues such as siting of power stations, selection of station/capture type, network layout, use of storage assets etc. In all cases a view needs to be taken on what the ‘ultimate’ system might look like and how it would develop. OEMs need to understand such issues for strategic marketing/product development purposes.
- System ‘Front End’ Design. This will inform decisions on more detailed aspects of design such as pipeline sizing & routing, initial specifications for compression requirements, front end design of power plant.
- System Detailed Design. This will inform design and selection of the components of the network (eg power stations, pipes, compressor stations, storage sites), and understanding of how they are best interconnected.
- System Operation and Maintenance. It is critical to understand how the system will operate once built, both under steady state conditions and dynamically as a result of load following, planned and unplanned outages of assets etc. Operators within the system need to understand how the CCS system will impact on the key objective of ‘keeping the lights on’ and how the constraints imposed by the electrical system will impact the CCS chain’s operability.

This project draws upon earlier ETI studies. These showed that floating foundations could be very attractive, by allowing the UK to access higher wind sites that are reasonably close to shore. Our analysis suggests that floating offshore wind has the medium to long term potential to deliver attractive energy costs. The Glosten Associates, a US-based navel architecture and marine engineering firm have designed a tension leg platform (TLP) floating system demonstrator through a Front End Engineering Design (FEED) Study.
The aim of the Project is to accelerate the market introduction of floating foundations for offshore wind farms and break down the barriers to their deployment. The required outcome of the Project is the manufacture and testing of a floating foundation that is integrated with an existing state of the art wind turbine at full size, rather than demonstration solely of manufacturing technology or a floating concept at smaller scale. The aim of the Power Plant Siting Study project is to explore the different opportunities and constraints involved in developing sites in England and Wales for new low carbon power plants. The study will considers new nuclear as well as fossil fueled power stations using carbon capture and storage technologies. The study is important to understand the different features which could either make a potential site suitable or, alternatively, prevent its viability. This study is intended to inform whether there is likely to be competition for development sites between low carbon technologies, which could be a future constraint in the low carbon replacement of the UK’s ageing power plants. It will help inform the ETI’s technology strategy development work, which is looking at how to accelerate the development of new energy technologies for a UK transition to a low carbon economy.

- identify other issues, constraints or assumptions which may change over the next 35 years to make more sites available for Gen III+ nuclear capacity; and
- identify preferred locations for nuclear power technology demonstrator sites.

Soil carbon and Green House Gas (GHG) (CO2, CH4 and N2O) changes are an indicator of soil productivity and contribute a significant proportion of an overall bioenergy Life Cycle Analysis. A fundamental requirement of this work was the quantification of Land Use Change (LUC) and crop management impacts on soil carbon and nitrogen pools together with the GHG emissions under Bioenergy Crop land use changes. This £4m project produced the UK’s first carbon dioxide storage appraisal database enabling more informed decisions on the economics of CO2 storage opportunities. It was delivered by a consortium of partners from across academia and industry - LR Senergy Limited, BGS, the Scottish Centre for Carbon Storage (University of Edinburgh, Heriot-Watt University), Durham University, GeoPressure Technology Ltd, Geospatial Research Ltd, Imperial College London, RPS Energy and Element Energy Ltd. Through detailed strategic analysis and stakeholder engagement, the ETI has identified that a need exists to develop a Modelling Tool-Kit for partial (but full-chain) CCS systems to develop understanding of and support business decisions around the design, operation and maintenance of assets (eg power stations, compressor stations) within a future CCS system.
The ETI has completed a study to define the requirements for such a Modelling Tool-Kit, both in terms of functionality of the component & whole system models and the modelling environment within which such models would be developed. The ETI is now seeking to establish and invest in a project to develop such a model through this Request for Proposals (RfP). It is anticipated that the ETI will provide funding of the order of £2 million to the successful bidders

The purpose of the System Requirements for Alternative Nuclear Technologies (ANT) project was to capture the high level technical performance characteristics and business-case parameters of small thermal plants, which will be of value to the potential future of the UK’s energy system. The project included small nuclear reactors, enabling comparison with other small-scale plants, such as those powered by bio-mass. The project outputs will help enable the subsequent contrast of a range of specific technologies.

The Tidal Energy Converter (TEC) System demonstrator saw the ETI invest £3.2m in a project to take a whole system and through life analysis approach to deliver the best optimised design for a commercially viable 200MW tidal stream array. It involved a broad range of the marine technology skill base and identified supply chain solutions applicable to generic tidal stream devices. Phase 1 of the project, launched in May 2012, was led by Atlantis Resources Corporation and project managed by Black & Veatch. The project drew on the systems integration and technology skills of Lockheed Martin, as well as many leading technology providers in the marine industry. The results indicate that tidal energy could be comparable and cost competitive with offshore wind by 2020. Key findings and deliverable reports from this project have been shared with the Offshore Renewable Energy Catapult the technology innovation and research centre for offshore wind, wave and tidal energy to inform their ongoing work in the area of tidal energy.

Call for Proposal : The Project will develop and verify a set of modelling tools, and perform an initial analysis of the impact of energy extraction at various potential tidal range and tidal stream energy extraction sites on the UK’s Tidal Energy Resource. With increasing utilisation of renewable energy sources, there are many cases where the ability to site generation of electricity within easy reach of demand becomes more limited (e.g. offshore wind farms). More remote locations are more costly to connect to electricity networks or pipelines. Additionally, intermittency of renewable energy sources places a greater emphasis on the use of energy storage to balance the different variations in supply and demand over time. Transporting stored energy is one possible way to address these concerns simultaneously. The aim of the project was to understand and quantify transporting energy for a number of different scenarios. Cases were developed for offshore wind farms located off the UK and concentrated solar in the Sahara. The UK Storage Appraisal Project (UKSAP) was commissioned by the ETI in September 2009. The aim of this £4M project is to provide a fully auditable and defensible overall estimate of UK CO2 storage capacity in offshore geological formations, to inform future roll out of CCS in the UK. The project, led by Senergy Alternative Energy and involving the key centres of expertise in the UK in CO2 storage appraisal, is currently nearing completion. The major deliverable from the project is a web-enabled database and GIS (WDG) containing the geological data, storage estimates, risk assessments and economics of the nearly 600 potential storage units identified by the project, covering both depleted oil and gas reservoirs and saline aquifers.

This project studied how value can be delivered across a smart energy value chain - in the context of the UK. It built a clear understanding of how smart energy systems can deliver combined consumer value alongside commercial value for market participants - producers, suppliers, distributors. The analysis will help to make the commercial deployment of smart energy systems more likely. This £600,000 project was delivered by Frontier Economics, a leading economic consultancy.

The Wave Energy Converter (WEC) System Demonstrator Project launched in February 2013 to accelerate the development and commercialisation of WEC systems capable of becoming cost competitive with other generation forms. This project conducted design and economic analysis, focusing on ways of implementing step-change innovative technical solutions. The long-term viability of WEC technology is dependent on the sector becoming commercially competitive with other low-carbon energy sources as quickly as possible through the significant reduction of energy delivery costs. This requires improvements in aspects such as capital cost, deployment & retrieval costs, survivability, technical performance (e.g. energy extraction), and operations & maintenance costs.
