Research for the UK Energy Research Centre’s Technology and Policy Assessment (TPA) function shows the importance of increased policy support for energy efficiency programmes, after a strategic review found savings in the region of 10% for well designed and implemented programmes. While multiple policies and programmes have been implemented in the past to encourage improvements in household efficiency, both in the UK and globally, the robustness and accuracy of programme evaluations have been called into question. The authors carried out a systematic review of the evidence base of peer-reviewed evaluation programmes, drawn from conference papers and 20 different journals, in order to find out what works and where the gaps are, and to inform future programme design. |
