Abstract In this response to the Scottish Government Net Zero, Energy and Transport Committees inquiry into the role of local government and its cross-sectoral partners in financing and delivering a net-zero Scotland, UKERC highlight that local and regional authorities can contribute substantively to delivering net-zero commitments in their area, supporting central governments in meeting nationally determined targets. Despite this potential, local government action varies considerably and is hampered by a lack of clarity in the allocation of responsibilities between central and local government (and other local actors) and by limited resources at the local level.
