UKERC response to the Department of Energy and Climate Change consultation - Green Deal and Energy Company Obligation

This document sets out the response of the UK Energy Research Centre (UKERC) to DECCs consultation document on the Green Deal and the Energy Company Obligation. It is based on the research and experience of the contributing UKERC authors. In line with UKERCs goals, the objective is to bring evidence to bear on the proposals, rather than to support or oppose any specific policy.

Our working assumption is that the proposals form a key part of the Governments plans to deliver significant carbon savings from the UK building stock, to improve affordable warmth, to promote sustainable jobs in the UK and to do so at a reasonable cost to Government and consumers. Our comments attempt to analyse the effectiveness with which the proposals might do this.
