Abstract:
This report sets out the outcome of a high level review of the business and regulatory framework for the development of offshore CO2 transport and storage infrastructure and services, to facilitate full development of the UK potential of CCS. It explores learnings from modelling of offshore networks, and from experience in analogous industries. It considers the market failures that will need to addressed and assesses a number of potential market and regulatory models. This forms the output from an extension to the UKSAP database analysis project and is intended to inform members strategic understanding and thinking around the development of a viable market framework for CO2 transport and storage in the period to 2030.
